罗宏昌 1964年毕业于西安交通大学本科，后分配于上海船舶运输科学研究所从事科研工作直至退休。1976年起一直从事静电研究工作。25年工作中，主办过交通部下达的3个重点科研项目和上海市1个攻关项目研究，荣获2项科技成果进步奖，研制出3个系列静电测试仪器，为石化系统，航空，油船等解决了许多静电技术难题。同时还进行过30余次静电知识讲座和培训。90年代起主要从事电子行业静电防护试验和测试工作。1999年退休后更忙于IT行业的防静电咨询，培训和评估工作。
1980年后担任过中国物理学会静电专业委员会委员；1987年初晋升为副研究员；1996年担任上海电子专用设备行业协会副理事长兼秘书长。现任上海市防静电工业协会秘书长。
主编《静电实用技术手册》，《静电防火》培训教材和其他协会出版物。编写《机电工程手册》中“静电技术实用”一章。
Hongchang Luo, graduated from Xi’an Jiao Tong University in 1964, devoted himself to making researches in Shanghai Ship & Shipping Research Institute till his retirement. He began to delve into the study of electrostatics as early as in 1976.
During these 25 years, he has organized three key researches of Ministry of Communication and one prominent project of Shanghai Municipal City. Besides, he also earned two scientific and technological renovation awards and developed three series of electrostatic testing devices, which contributed to the settlement of numerous technical barriers of electrostatics in the field of petrol-chemical system, aviation and petrol vessel transportation, etc. Moreover, he launched more than 30 lectures and trainings on Electrostatics. Since 1990s, he was absorbed in electrostatic protection testing and examination, and became even more engaged in consultation, training, testing and assessment of ESD protection in IT industry after retirement.
He has ever been the commissioner of Committee on Electrostatics of Chinese Physical Society in 1980s, and was promoted as a vice researcher in 1987. In 1996, he became the Assistant Director and Secretary-general of SEPEA. Now he is the Secretary-general of Shanghai Electrostatic Protective Industrial Association.
He is the chief editor of Electrostatic Practical Technology Manual, Fire Protection of ESD and other publications within societies. He also wrote the chapter of Electrostatic Technology Practice in Electronical Engineering Manual.
